Chatham Borough chose to fulfill their 36 affordable housing unit mandate by allowing 259 rental units be built on River Road. Chatham Township went the other direction and decided to spend millions to facilitate an all affordable housing development to keep density down. It remains to be seen which outcome will be better. Fiscally, the Borough is in a much better short term spot. In the long term, the allowance of high density may have hidden costs. However all Chatham residents would be short sighted to ignore the fact that they share lots of services (most importantly the School District of the Chathams and its budget). These affordable housing decisions impact both municipalities yet there is no ability for them to make these decision together under the current affordable housing process. This is just another example of New Jersey’s broken affordable housing problem.
